This is according to an expert panel led by Douglas Ashford of the Johns Hopkins Bloomberg School of Public Health in Baltimore, US. About two billion people live outside a coverage gap. Estimated restrictions to access basic health care services, such as immunisation, are widespread in some parts of Asia and Africa with large populations.
